How do you make a music video have high quality picture?

I downloaded a music video, but the picture is really bad. It’s not on youtube, itunes, amazon (I checked). Are there any free websites that can make it have high quality picture without having to download anything? Help would be greatly appreciated.
Then how can you make it better?
